Republic of Turkey SERHAT DEVELOPMENT AGENCY (SERKA) PERSONNEL RECRUITMENT ANNOUNCEMENT
The Serhat Development Agency is a company that aims to serve and contribute to the development and progress of the TRA2 Region (Ağrı, Ardahan, Iğdır, and Kars provinces) and is committed to innovation and development. This regulation is based on Article 187, paragraph 2, subparagraph (g), and Article 200 of Presidential Decree No. 4 on the Organization of Ministries, Related, Affiliated, and Associated Institutions and Organizations, as well as Other Institutions and Organizations, published in the Official Gazette No. 30479 dated July 15, 2018, and the fourth paragraph of Additional Article 28 of Decree Law No. 375 dated June 27, 1989. The Regulation on Personnel for Development Agencies, published in the Official Gazette No. 30788 dated May 29, 2019, is prepared in accordance with the provisions of the Development Agencies Personnel Regulation. The company will recruit four expert personnel who are open-minded, analytical, adaptable to changing working conditions, driven by a sense of responsibility and commitment to service and development, and who have no travel restrictions. Serhat Development Agency is headquartered in Kars province, and its areas of activity include Ağrı, Ardahan, Iğdır, and Kars. Successful candidates will be accepted to work in one of these provinces, as deemed appropriate by the Agency General Secretariat.
1. General Requirements for Hiring
All candidates applying for the Expert Personnel position must first meet the following general requirements: a) Be a Turkish citizen,
b) Not be deprived of public rights,
c) Not have been convicted of crimes against the security of the State, even if pardoned, or of disgraceful or dishonorable crimes such as extortion, bribery, theft, fraud, forgery, abuse of trust, fraudulent bankruptcy, or of smuggling (excluding smuggling for use and consumption), tampering with official tenders and transactions, or disclosing state secrets,
d) Have undergone a security investigation and/or archive research,
e) Be able to obtain the required pre-employment health report for employees working in low-hazard workplaces (offices, offices, and restaurants),
f) Have no military service obligations, and if they have reached military age, have completed their active military service, or have been postponed or transferred to the reserve class.
2. Minimum Requirements for Specialist Personnel
2.1. Regarding Candidates Applying with KPSS Score;
a) Candidates applying for specialist positions using their KPSS scores must have graduated from higher education institutions offering at least a four-year undergraduate degree, or from higher education institutions in Turkey or abroad whose equivalence is recognized by the Council of Higher Education (YÖK), in the departments listed in Table 2.
b) Must have received a minimum score of 80 (eighty) valid as of the application deadline, from the Public Personnel Selection Examination administered by the Student Selection and Placement Center in 2024 or 2025, from the relevant score types listed in Table 2, based on their field of study. c) Candidates applying for specialist personnel positions must have obtained a minimum (C) level score from the Foreign Language Proficiency Level Determination Exam in English within the five (5) years prior to the application deadline, or a document equivalent to a minimum (C) level score from another internationally recognized exam that is recognized as equivalent in terms of language proficiency (https://dokuman.osym.gov.tr/pdfdokuman/2025/GENEL/esdegerlikdokuman_14032025.pdf) as of the application deadline (YÖK LANGUAGE Score will not be accepted).
2.2. Reasons for Preference for Specialist Candidates:
Specialist candidates applying with their KPSS scores must possess knowledge and experience in one or more of the following areas, and document this knowledge and experience. This will be taken into consideration in the evaluations conducted by the Examination Board. (Candidates must submit their relevant documentation with their application.)
a) Knowledge and experience related to the Agency's areas of activity.
b) A master's or doctoral degree in one of the above-mentioned fields or related fields.
c) A second foreign language certificate other than English.
d) Experience working with EU and other international funds.
e) GIS experience.
f) Proficiency in statistical packages such as SPSS, STATA, Eviews, data collection, analysis, and evaluation processes.
g) Fluent knowledge of at least one of the following programs: NetCad, AutoCAD, or ArcGIS.
h) Experience in energy production and renewable energy.
i) Experience with public procurement legislation, preparation and analysis of financial statements, procurement procedures, and preparation of tender documents.
2.3. Some Explanations Regarding Application Requirements
• Foreign language exam equivalences will be evaluated according to the Foreign Language Exam Equivalence Tables published on the ÖSYM website, which are current as of the exam application date.
• Having previously worked abroad and/or having completed university education in English at universities abroad does not constitute an exemption. All applicants must meet the foreign language proficiency requirements listed above at the time of application.
• Applicants who have graduated from departments other than those listed in Table 2 or from equivalent departments at universities abroad must upload the relevant document to the "Equivalence Document" section under the "Other Documents" section during the e-Government application process for their applications to be considered. • Candidates whose graduation information is incorrect or incomplete in the e-Government system must upload the document(s) proving their graduation in the "Document Proving Equivalence" field under the "Other Documents" section during their application process.
• Each candidate may only apply for one position in the advertisement. Applications for more than one position will not be considered.
• Vacant positions due to the inability to successfully complete the required number of candidates for a particular field of study or the lack of applications from a particular field of study may be filled by appointing candidates from another field of study who have successfully completed the exam and passed the exam, based on their ranking in the exam.
3. Application Method, Date, and Place
Applications must be submitted starting from December 22, 2025, until 11:59 PM on January 5, 2026, through the e-Government - Serhat Development Agency - Career Gate Public Recruitment or Career Gate https://kariyerkapisi.gov.tr website.
For electronic applications, the documents specified in Table 3 of the checklist prepared for candidates must be uploaded in accordance with the formats in the relevant fields.
Only electronic applications are valid. Applications that do not meet the requirements specified in the announcement, as well as applications submitted by hand, email, or mail, will not be accepted.
The applicant is deemed to have acknowledged and declared that the information and documents attached to the application are true and accurate.
The Agency is authorized to extend the application deadline, change the exam date, or cancel the exam announcement without justification. These changes will be announced on the Agency's website.
4. Evaluation of Applications
Applications submitted to the Agency are ranked by the General Secretariat based on the KPSS score, YDS score, and other preferred fields specified in the announcement, in accordance with the evaluation criteria specified in Table 4. From the ranking list, candidates eligible to participate in the competitive exam are determined, with five times the number of candidates designated for each of the fields/branch groups specified in the announcement. These candidates are announced on the Agency's announcement board and website. Additionally, candidates can view their results through Career Gate. Candidates whose scores are equal to the lowest-ranking candidate are also invited to participate. However, according to this provision, candidates whose names are announced as eligible for the exam but are later found not to meet the exam eligibility requirements, or those found to have provided false information or concealed the truth in any way, will not be admitted to the competitive exam. The exams of those who have already taken the exam will be considered invalid, and no contracts will be entered into with them. Even if a contract has been signed with a candidate identified in such a situation, their contracts will be terminated. These individuals cannot claim any rights, and a criminal complaint will be filed with the Chief Public Prosecutor's Office.
Objections to exam applications will be resolved within one week at the latest by a three-person committee appointed by the Chairman of the Board of Directors within five days of the objection date. This period may be extended to a maximum of fifteen days if the review requires it.
5. Exam Format, Location, and Date
The exam will be an oral competitive exam. After the applications are evaluated by the General Secretariat in accordance with the application requirements, the names of eligible candidates, along with the date and location of the interview, will be announced on the Agency's website at www.serka.gov.tr and on the Kariyer Kapısı page at https://kariyerkapisi.gov.tr, starting January 9, 2026. Candidates can also view their exam information on Kariyer Kapısi. No separate notification will be sent to candidates.
Following the evaluation, five (5) times the number of candidates planned to be recruited will be invited to the competitive exam.
The competitive exam will be held at the Agency's Central Service Building, Atatürk Caddesi No:69 Merkez/KARS, Ortakapı Neighborhood. The exam date will be announced later on the Agency's website. Candidates can also view their exam information on Kariyer Kapısi.
The Agency General Secretariat is authorized to extend the application deadline or change the exam date. Any such changes will be announced on the Agency's website at www.serka.gov.tr. Candidates can view changes regarding the exam on Kariyer Kapısı (Career Gate) at https://kariyerkapisi.gov.tr.
All candidates who qualify for the Oral Competitive Exam must be present at the exam location and time with their national identity card, passport, or driver's ID card, as well as an identification document bearing their Turkish Republic Identification Number and clearly designated as official identification by special laws.
6. Conduct of the Competitive Exam
a) Candidates who meet the requirements specified in the exam announcement and submit their applications on time with the required documents will be admitted to the competitive exam. A "Personality Inventory Test" may be administered by the Agency prior to the oral exam.
b) The Competitive Exam is administered by a five-person examination committee chaired by the Secretary General, consisting of two main members and one alternate appointed by the Board of Directors from among faculty members, and two main members and one alternate appointed by the Ministry of Industry and Technology. If the Secretary General has not been appointed by the date of the competitive examination, the examination board will be chaired by the Chairman of the Board of Directors or one of the Board members deemed appropriate by the Chairman.
c) The Examination Board members will assess each candidate individually, taking into account the candidate's level of expertise in their field, professional experience and knowledge, foreign language proficiency and proficiency in known foreign languages, comprehension, expressive and representative skills, reasoning ability, aptitude for the assigned position, and the suitability of their behavior and reactions to the profession. The Examination Board will request information and documents from the candidates as deemed appropriate to determine these factors.
7. Evaluation
a) The arithmetic average of the scores provided by the Examination Board members determines the examination result. The exam success grade is 70 (seventy) out of 100 points. However, if the number of successful candidates exceeds the number of vacant positions, a ranking is made starting with the candidate with the highest score, and the candidates equal to the number of vacant positions are considered successful in the competitive examination. Scoring over 70 on the competitive examination does not constitute a vested right for candidates who do not make it into the ranking.
b) The Examination Board may select substitute candidates from among successful candidates, ranking them in order of success, equal to half the number of vacant positions. If the primary candidates fail to start their duties, or if the position becomes vacant for any reason within six months of starting their duties, the substitute candidates will be hired in their order of success. If the successful primary candidate for a position fails to start their duties and has no substitute, or if the substitute has a substitute but fails to start their duties, or if they do start their duties but leave the agency, the substitute candidates designated for other positions may be hired within the same period, in order of success. The relevant provisions of this Regulation apply to these candidates.
c) If the Examination Board deems the average success score low at the end of the examination, it reserves the right to hire fewer personnel than announced in the examination announcement.
8. Announcement of Results
The General Secretariat will announce the examination results on the Agency's website after the date the Examination Board receives the results and, upon fulfillment of legal obligations, candidates will be able to view the results through the Career Portal. The exam results, along with the call to commence duty, will be notified to successful candidates in writing.
9. Assignment
a) Successful candidates must apply to the General Secretariat within 15 days of receiving the call for assignment to enter into an indefinite-term employment contract and to be assigned to positions within the Agency.
b) Despite receiving notification, applicants who fail to apply within 15 days without a reasonable and documented reason acceptable to the Agency, or those who were unable to apply within this period due to not being at the notification address, will not be assigned. A failure to start work due to a documented reason cannot exceed two months.
c) Candidates who apply for this announcement are deemed to have accepted employment in the provinces where the Agency operates (Ağrı, Ardahan, Iğdır, and Kars). Following orientation training, they will be assigned to units and coordinators deemed appropriate by the General Secretariat.
d) If it is later determined that candidates have cheated on the entrance exam, submitted false documents, made false statements, or do not meet the necessary qualifications for employment at the Agency, their appointment approvals will be immediately revoked, their contracts will be terminated, and necessary legal action will be taken against them.
10. Remuneration
Agency personnel are subject to Social Security and General Health Insurance Law No. 5510 for retirement and social security purposes and will be employed in accordance with the provisions of Additional Article 28 of Decree Law No. 375.
