This book covers the life and political and administrative activities of Mehmed Emin Rauf Pasha, who served as Grand Vizier five times during the reigns of Mahmud II and Sultan Abdülmecid, as well as governors of Erzurum, Diyarbakır, Aleppo, Damascus and Anatolia, and governors of Teke and Hamid, Bolu-Viranşehir-Kastamonu and Karahisar-Menteşe. Rauf Pasha, who served as Grand Vizier at a time when the Ottoman Empire was struggling with territorial losses, rebellions and financial difficulties, was a balancing element thanks to his diplomatic skills in events such as the Egyptian issue and the Greek rebellion. In reform initiatives guided by political issues, II. He was a supporter of Mahmud and Abdulmecid. Rauf Pasha, who had his share of political competition during the times when factionalism was widespread among Ottoman administrators, first incurred the wrath of Halet Efendi and then of Husrev Pasha. Rauf Pasha, who was saved from death thanks to his famous call-out during his first term as Grand Vizier, experienced these experiences that would make themselves felt clearly in his later duties. Indeed, Rauf Pasha was frequently criticized by the statesmen of the period for this reason. During his provincial duties that lasted approximately 15 years, he kept a good finger on the pulse of the people and tried to establish a balance between the center and the region. With this characteristic, despite his bureaucratic identity, he was appointed as the Governor of Erzurum and Serasker, and thus, with the strategies he implemented by assuming a military identity in the Ottoman-Iran War and later in the Egyptian issue, he prevented the Ottoman army from suffering great losses. This book attempts to explain the political situation of the Ottoman Empire in the first half of the 19th century, with a particular focus on the life and activities of Mehmed Emin Rauf Pasha.
